Gregory Downing, D.O., Ph.D. is the Founder of Innovation Horizons, LLC, a consulting practice with an emphasis on innovation and technology adaptation in health care.
Previously, he was the Founding Executive Director for Innovation in the Immediate Office of the Secretary at the United States Department of Health and Human Services (HHS). In this position, his primary responsibilities were focused on the promotion of innovation and entrepreneurship as valued attributes of workforce engagement across HHS.
Prior to his arrival at HHS in 2006, Dr. Downing served at the National Institutes of Health since 1993 in research, policy, and program management roles. Dr. Downing earned his medical degree from Michigan State University and his Ph.D. in pharmacology from the University of Kansas.
He has published more than 75 peer-reviewed articles in science, technology and health policy. He is widely known for his entrepreneurial applications of data to provide innovative solutions to complex health care management issues. Dr. Downing has an active medical practice in pediatrics and maternal-newborn critical care.
Jamie Elliott is the Chief Science Officer of Innovation Horizons, LLC. His focus lies in innovative and analytic ways of solving today’s healthcare problems.
Before joining Innovation Horizons, Jamie was a leader in analytics, software development, and project management at the Health Resources and Services Administration. Jamie led major projects in business process improvement, and served as an innovation coach and mentor for others trying to improve government operations.
Jamie’s creative approaches brought him to lead data science projects dedicated to improving the health workforce in underserved and rural areas through longitudinal analysis, geospatial evaluation and data system integration.
Katie Lewis Apton is a health care and policy consultant, with a focus on health care delivery and payment reform, patient-centered care, and quality measurement. Katie’s background is in public health, and she therefore has expertise and interest in understanding social and environmental drivers of health.
In addition to collaborating with Innovation Horizons, Katie works with public and private health care organizations, including hospitals, insurers, and universities, to support programmatic, policy, and strategic initiatives. Previously, Katie was a Program Officer at the National Academy of Medicine, where she was responsible for stewarding the work of the Value Incentives and Systems Innovation Collaborative. Prior to her time at the National Academy of Medicine, Katie worked at the Patient-Centered Outcomes Research Institute, the New York City Department of Health and Mental Hygiene, and the Fund for Public Health in New York.
Known for his creativity, leadership, and curiosity, Dean has started 11 companies, served as a senior executive in two public corporations and on several corporate boards.
His experience spans retailing, product design, invention, entrepreneurship, business development, general management and venture capital.
Over the past four years, Mr. Hovey consulted with major health care systems, Fortune 500 companies and early stage start-ups promoting proactive health and consumer-centered solutions for improving health and well being. These learnings and solutions will merge with Digifit – embedded into its apps and technologies – to create fun, effective mobile health and fitness solutions.
Dean co-founded the Product Design consulting firm now known as IDEO in the late seventies and was instrumental in the design and commercialization of the computer mouse for Apple Computer.
Dean received his M.S. General Engineering, Product Design from Stanford University.
Lily Robin Stevens, MPH, is passionate about health education and advocacy. She has a strong background analyzing social determinants of health and is a member of the Delta Omega Theta Honorary Public Health Society.
Prior to her work with Innovation Horizons, Lily worked as a consultant for a nonprofit where she provided technical assistance to community partners, provided social media communications support, and developed educational workshops for health practitioners. Lily has a diverse professional history including roles as a research assistant, graduate biostatistics teaching assistant, an elementary school health teacher, a birth doula, and a team facilitation specialist. She brings her varied experiences together to provide research analysis and program management skills to the Innovation Horizons team.
Joelle Schantz, MPH, is a public health professional dedicated to improving health equity and advocating for social justice.
Prior to joining Innovation Horizons, Joelle worked as a Psychology Research Assistant at Albert Einstein College of Medicine and as an independent research consultant. Joelle’s data analysis has influenced public health programs and curriculum development. She has community engagement experience and created a detailed strategic plan and implementation materials for a community-based public health intervention in a rural area. She also worked as a health educator where she developed curricula and presented the material to elementary through high school-aged students. Joelle is passionate about reproductive and maternal health; she volunteered as a birth doula in her community and published a paper on the importance of quality menstrual cycle data in epidemiological research.
Joelle received her MPH from the University of North Carolina at Chapel Hill and her BA in Psychology and Women’s and Gender Studies from Stony Brook University. She brings her background in research, community program planning, and health education to the team at Innovation Horizons
Steven is a seasoned growth, research and communications expert with a focus on health care and innovation.
In addition to his work with Innovation Horizons, Steven is currently the Assistant Director of Research Management at the Laboratory for Innovation Science at Harvard University. Previously, he was the Director of Growth and Research at Viva + Impulse Creative Co., a digital advertising agency, where he was responsible for the growth and direction of Viva + Impulse Creative Co.
Prior to his work with Innovation Horizons, Steven served as the Communications Director and Cofounder of the U.S. Department of Health and Human Services IDEA Lab where he worked with startups and internal government teams to change the way government and health care solved some of the nation’s biggest problems.
Prior to the IDEA Lab, Steven worked at the Substance Abuse and Mental Health Services Administration, as a Senior Advisor to the Administrator after serving in Governor Bill Richardson’s Administration as the Legislative Liaison for the New Mexico Human Services Department.
Lucas Tramontozzi is the health insights manager with over 20 years’ experience in strategic planning and execution across the public and private sectors with an emphasis on health policy, technology, and government relations.
Prior to consulting with Innovation Horizons, Lucas was the senior director of the U.S. Chamber of Commerce’s Global Initiative on Health and the Economy advocating for improved health care policies, effective health interventions, and private sector engagement. He previously served as an economic and commercial specialist with the U.S. Department of State, overseeing the policy analysis on environment, science, technology, and health issues in Uganda. Lucas has served as vice president of data strategy at SCI Solutions. Before that, he served as the chief data officer for the Louisiana Department of Health, applying innovations to develop data-driven policies and program accountability.
Lucas holds an MPH from the George Washington University Milken Institute School of Public Health.
